Emmanuel Moulin is currently Inspecteur Général des Finances in the French ministry of finances. Until September 2024, he was chief of staff to the Prime minister Gabriel Attal. Between 2020 and 2023 he was head of the French Treasury and in this capacity Chairman of the Paris Club and member of the EFC and the EWG. He served between 2017 and 2020 as Chief of Staff to Minister of Finance Bruno Le Maire. Between 20012 and 2017, he held different positions in the private sector as Deputy CEO of Getlink and Managing Director of Mediobanca Paris. Between 2007 and 2012, he was successively Deputy chief of staff to minister Lagarde and economic adviser to President Sarkozy. Between 1996 and 2007 he held different positions in the French Treasury, the World Bank as alternate Executive Director and the banking sector. Emmanuel Moulin graduated from ENA in 1996. He also graduated from Sciences Po Paris, ESSEC and University Paris II-Assas.
