Luca NICULESCU was appointed Secretary of State in the Ministry of Foreign Affairs and National Coordinator for Romania’s OECD Accession Process in September 2022. He was Ambassador Extraordinary and Plenipotentiary of Romania to France, Andorra and Monaco between 2016-2022. In this capacity, he also represented Romania to other international organizations with headquarters in Paris, such as the OECD and the Francophonie International Organisation. Between 2019-2022, he was also President of the Francophone Ambassadors’ Group in France. Between 1992 and 2016, Luca Niculescu was a journalist. Editor-in-chief of the Radio station RFI Romania, as well as producer of different shows on several televisions: Money Channel, TVR 1, Digi24. Specialized particularly in international relations, he had a weekly column in Dilema Veche for five years. At the same time, he acted as Romanian correspondent for numerous French media: France Info, France Culture, France Inter, TV5, Libération. Luca Niculescu graduated from the Bucharest University of Journalism in 1995 and earned a Master’s degree in European Journalism from the Strasbourg University Center for Journalism Education in 1996. He was born on April 25, 1971, in Bucharest.
