Emmanuel Cohen-Hadria is Co-Founder and Executive Board member of Diplomeds – The Council for Mediterranean Diplomacy. An expert in Euro-Mediterranean relations and in European foreign policy in the MENA region, he currently contributes to several initiatives, including a flagship project of the Anna Lindh Foundation and a contract with the Union for the Mediterranean, where he supports the Secretariat in shaping its new strategic framework. Until 2024, Emmanuel served as Director of the Euro-Mediterranean Policies Department at the European Institute of the Mediterranean (IEMed) and as Team Leader of “EuroMeSCo: Connecting the Dots,” a network of think tanks across the Mediterranean. From 2007 to 2015, he held positions with the European Commission and the European External Action Service (EEAS)—first in the Western Balkans (2007–2011) and later in the office of the Deputy Secretary General for Political Affairs (2011–2015). He also teaches EU Foreign Policy at the Blanquerna Faculty, Ramon Llull University in Barcelona. Emmanuel is a graduate of the College of Europe and Sciences Po Paris.
