Konstantinos Koukas lives and works in Mykonos. He is a Lawyer at the Supreme Court, a member of the Syros Bar Association, and actively practices law, specializing in public and administrative law.
He studied at the Law School of the Democritus University of Thrace, as well as at the Department of Languages, Literature, and Culture of the Black Sea Countries at the same University. He holds two Master’s degrees: one in European and International Studies from the Law School of Athens and one in Tourism Business Administration from the Hellenic Open University. He attended courses in Russian History and Culture at Moscow State University, and in the summer of 2024, he completed the Summer School of the University of Liverpool Law School, focusing on Human Rights.
His involvement in Local Government began in 2010 when he was elected Regional Councillor for the South Aegean, receiving the highest number of preferential votes in the entire Cyclades Regional Unit, and in 2012, he assumed the duties of Vice President of the Regional Council. In 2014, the citizens of Mykonos elected him Mayor, a position to which he was re-elected in 2019, serving two consecutive terms until 2023. Today, he is the Head of the Major Minority of the Mykonos Municipal Council and a regular member of the Municipal Committee.
Parallel to his municipal career, since 2014, he has actively participated in the collective bodies of local government. During the period 2015–2019, he was a regular member of the Board of Directors of the Institute of Local Government. In 2019, he was elected a regular member of the Board of Directors of KEDE (Central Union of Municipalities of Greece) and served as its Second Vice President during his term. Since 2024, he has been a member of the Oversight Board of KEDE, and in the same year, he was elected President of the Oversight Board of the PED South Aegean (Regional Union of Municipalities).
He is currently a member of the National Cruise Coordination Committee and has served as a member of the Council for Insular Policy of the Ministry of Maritime Affairs and Insular Policy. Since January 2020, he has been the Head of the Greek delegation of KEDE to the Congress of Local and Regional Authorities of the Council of Europe. In November of the same year, he was elected Vice President of the Congress with the support of the European People's Party and was re-elected in 2023. Among his responsibilities is the Congress's budget, and he has been appointed as the Elected Counsellor for the European Week of Local Democracy, responsible for coordinating activities in all member states of Europe. He has represented the Council of Europe on numerous international missions and is a regular speaker at conferences and institutional events in Europe and various parts of the world. Additionally, he participated in the Young Elected Politicians (YEP) program of the European Union's Committee of the Regions and continues to be active in the related network as an alumnus.
