Neofytoula Angelidou holds a degree in Civil Engineering from the Aristotle University of Thessaloniki. From 1997 to 2010, she worked at the Department of Town Planning and Housing, specializing in the promotion of sustainable mobility and the implementation of urban road projects. She was part of the European LIFE program team, promoting the development of the cycling network and cycling culture in Cyprus. Since 2010, she has been employed in the Technical Services Department of the Municipality of Larnaca, and in June 2023, she assumed the position of Municipal Engineer. She has extensive experience in the preparation and promotion of Sustainable Development and Sustainable Mobility Strategies, the advancement and implementation of development and co-financed projects, traffic studies and the resolution of traffic issues, the preparation of regulatory and spatial plans, and the field of development control. Among other roles, she was a member of the working groups for Larnaca’s Sustainable Urban Mobility Plan and the Larnaca 2040 Sustainable Urban Development Study. She actively participates in groups and initiatives aimed at promoting actions in urban spaces to foster a more social and human-centered environment. She has also been a key member of the Larnaca Municipality working group for the promotion of the city's ''Blue Growth Strategy'', which resulted in the creation of the Centre of Excellence for the Sea within the framework of the HORIZON 2020 programme and subsequently the Cyprus Marine and Maritime Institute.
