Gabriela Miranda is Senior Advisor with the OECD South East Europe Division since March 2024. She oversees OECD’s work with the six Western Balkan economies and advises the senior management on OECD strategic priorities with the region. Gabriela joined the OECD in 2002 as junior policy analyst, where she carried out and led analytical reviews and advisory work with OECD-member countries on issues related to local economic and employment development, entrepreneurship and innovation, cluster policy, green growth, foreign direct investment and sectoral competitiveness. From 2016 to 2024 she was Head of the OECD Ukraine Unit where she developed and managed several areas of work in close cooperation with the Government and various OECD Directorates, including, among others, on topics related to competition, corporate governance of state-owned enterprises, investment policy, education, decentralisation and energy sector reforms. She was responsible for overseeing the OECD-Ukraine Memorandum of Understanding, the preparation of the four-year OECD Country Programme for Ukraine, and the establishment of the OECD Ukraine Liaison Office in Kyiv. At the OECD, Gabriela has contributed to OECD-wide activities including the OECD Innovation Strategy and the OECD Green Growth Strategy. She has participated as an expert in international events and with partner organisations, including the EBRD, the EU, the ILO, the IADB and CAF. In addition to her current role in the Western Balkans, Gabriela has also developed, managed and expanded outreach activities to Latin America and Eurasia, enhancing the sharing of good practices between the OECD and partner regions. Before joining the OECD, Gabriela worked in Mexico as SME junior consultant within the TEC-FUNDES Programme supporting the development of SMEs by facilitating access to finance, planning and export promotion. For over two years, she also co-managed local economic development projects with indigenous communities in Mexico, where she defined and supported the implementation of tailored strategies for entrepreneurial and social inclusion with a specific focus on rural development, ethnic minorities and women. Gabriela, a Mexican and French national, holds a BSc in Business Administration with a specialization on SME development from the Tec de Monterrey in Mexico, and obtained her MSc in International Economics from the University Paris Dauphine, France. In 2019, Gabriela was awarded to undertake the OECD Emerging Leaders Programme delivered by the Wharton School of the University of Pennsylvania. She speaks fluent English, French and Spanish. Gabriela is married and has two children.
