Themis Eftychidou is a legal and international public policy expert, with over 15 years of professional experience in the public sector, specialising in regulatory reform, industrial policy and business environment improvement. Themis served as Secretary General for Industry at the Ministry of Development and of the Hellenic Republic from July 2021 to July 2024, where she led policies to strengthen Greece’s industrial development and business environment, including the adoption of the country’s first National Industrial Strategy and the new legal framework for industrial parks. Before that, she has held senior advisory, expert and legal roles in both public and private sectors in Greece and internationally. From 2019 to 2021, she served as Consultant to the Deputy Minister to the Prime Minister for Government Coordination, where she led and coordinated the intergovernmental project to improve Greece’s performance in the World Bank’s Doing Business index, supported major business environment reforms, contributed to the preparation of measures for “Greece 2.0”, and worked on key legislative initiatives. She has more than 14 years of cooperation with international organisations, including the World Bank Group, the OECD, the Council of Europe, working in projects across the globe, related to business environment, licensing, competition improvement, industrial strategy and development, regulation on R&D, liberalisation of professions, simplification of procedures and digitalisation, and reforms in the judicial sector, in Greece, Kosovo, Croatia, Russia, Vietnam, Denmark, Saudi Arabia and Qatar. She is currently engaged in several national and international projects. In parallel with the above expertise, Themis is a founding Partner at Stamatopoulos Eftychidou Law Firm, where she advises on corporate governance, compliance, regulatory matters and litigation. A graduate of Lycée Léonin and the Law School of the Democritus University of Thrace — where she also earned an LL.M. in Market and Competition Law — she further holds an MBA. She speaks Greek, English and French. She lives in Athens and is a mother of two.
