Institute for Rational Addiction Policy, Czech Republic

Jindřich Vobořil is a Czech psychotherapist and internationally recognised expert in drug policy, with more than 30 years of experience shaping responses to drug use at both national and global levels. His career bridges frontline practice and high-level policymaking. Beginning in the early years of the Czech Republic’s transformation, he was among the pioneers developing modern approaches to drug use, helping to build systems grounded in prevention, treatment and harm reduction . Over time, his work has contributed significantly to establishing the Czech model as one of the most pragmatic and evidence-based in Europe. Vobořil served as the Czech Republic’s National Drugs Coordinator (2010–2018;2022–2024), where he led national strategy, represented the country in EU and international forums, and contributed to advancing coordinated, evidence-based drug policies across Europe. He is currently the CEO of Podané ruce, the Czech NGO in addiction treatment, harm reduction, and social reintegration. In parallel, he is the CEO of the Institute for Rational Addiction Policies (IRAP), a Brussels-engaged think tank focused on promoting balanced, evidence-driven approaches to addiction policy across Europe and beyond. At present, he is actively involved in revising Czech drug policy and contributing to the development of new legislation on the legal regulation of cannabis markets—work that reflects a broader shift toward regulated, health-oriented approaches. His international experience spans Central and Southeast Asia and Latin America, including Afghanistan, Thailand, Vietnam, Colombia, and Peru, where he has supported governments and institutions in strengthening policy frameworks, treatment systems, and professional capacity in complex settings. An accomplished lecturer and speaker, Vobořil is known for connecting policy, research, and practice in a clear and practical way. His work is defined by a consistent commitment to evidence, public health, and pragmatic solutions, shaping policies that are designed not only to regulate, but to work in real life.
