Stylianos-Ioannis G. Koutnatzis is an Assistant Professor of Public Law at the Law School of the Democritus University of Thrace and a lawyer at the Supreme Court. Since 2019 he has been serving as Secretary of the Council of Ministers, from 2019 to 2024 as Secretary General for Legal and Parliamentary Affairs and since April 2024 as Secretary General for the Prime Minister. After graduating from the Law School of the National and Kapodistrian University of Athens (with the grade "excellent"), he completed his graduate studies at Harvard Law School and obtained his doctorate from the Department of Law of the Free University of Berlin, Germany with the distinction "summa cum laude" (excellent). He has been honored for his doctoral thesis with the Ernst-Reuter Prize of the Free University of Berlin. He has been a scholar of the German Academic Exchange Service (DAAD), the Alexandros S. Onassis Foundation, the Fulbright Program, as well as a Landon H. Gammon Fellow at Harvard Law School, where he has worked as a Research Associate. His academic publications in Greek, English and German deal with issues of constitutional law, administrative law and constitutional theory.
