Elina Vlachou is the Founder & Principal of EV Management Consulting, specializing in defence, aerospace, security, and advanced technology partnerships across Europe, the Middle East, and the United States. With more than 22 years of international experience, she has held senior advisory, business development, and strategic coordination roles across government and private-sector defence environments. Her background includes direct involvement in the Athens 2004 Olympic Security C4I Programme, where she worked closely with Greek security authorities and international stakeholders on one of the world’s largest integrated homeland security and command-and-control infrastructures. She has also held senior positions in Qatar, supporting major government and strategic programmes focused on defence, security systems integration, operational coordination, and large-scale technology initiatives across both government and private-sector environments. In Greece, she has provided advisory support to the Saudi Defence Attaché in Athens on military cooperation, defence engagement, and bilateral industry initiatives, while also supporting strategic coordination activities involving international defence stakeholders. In parallel, she has worked extensively with U.S. defence companies and unmanned systems programmes, particularly in the areas of ISR (Intelligence, Surveillance & Reconnaissance), autonomous systems, drone technologies, and defence innovation. Her work has included support for cross-border industrial cooperation, strategic programme development, FMS-related activities between the United States and Greece, and engagement with U.S.-linked defence initiatives involving operational ISR capabilities and advanced unmanned platforms. Today, her work focuses on strategic defence partnerships, AI-enabled systems, autonomous and dual-use technologies, defence investment initiatives, sovereign capability development, and international industrial collaboration, supporting cooperation between governments, defence organisations, technology companies, and emerging innovation ecosystems.
