Loukas Tsoukalis was born in Athens. He studied economics and international relations at the University of Manchester, the College of Europe in Bruges, and the University of Oxford where he obtained his doctoral degree and taught for many years. He was subsequently elected Jean Monnet Professor of European Integration at the University of Athens, Professor at the European Institute of the London School of Economics, and director of the economics department of the College of Europe. He also taught as visiting professor in many places in Europe and North America, notably at the Kennedy School of Harvard University, King’s College London and the European University Institute in Florence. His books have been translated into several languages, and they include some of the most influential books on European integration.
A public intellectual and independent thinker with an active engagement in European public debate and strong commitment to a united Europe, Loukas Tsoukalis has always worked on the borderline between academia and policy. He has advised former presidents of the European Commission and the European Council. He also had short ambassadorial stints during Greece’s earlier Council presidencies.
He is now Professor at the Paris School of International Affairs of Sciences Po, Emeritus Professor of the University of Athens, and chairman of the board of the Hellenic Foundation for European and Foreign Policy (ELIAMEP), Greece’s leading think tank. Oxford University Press has published a Festschrift in his honour with contributions by leading personalities from academia and politics across Europe. His latest book Europe's Coming of Age was published by Polity Press in 2023. He has received decorations from Greece, France, Japan and Spain, as well as many academic awards.
