Elena L. Daly is a New York lawyer independent expert adviser specializing in sovereign debt management matters with an unusually rich transatlantic experience at the intersection of law, business and innovative finance.
Ms. Daly is the founder and Principal of EM Conseil, an independent consultancy based in Paris, France. She provides strategic and legal risk assessment advice to institutional clients on sovereign debt management matters, prospective investments (fixed income and private equity), workouts of distressed financial investments, as well as best practices in governance and compliance. Since 2021, Ms. Daly has been advising the International Committee of the Red Cross on debt conversion mechanism she has helped to design for expediting the flow of humanitarian relief in critical situations in affected countries.
During her career Ms. Daly served in General Counsel, strategy and risk-related senior positions at Citigroup, Fortress Group and Nomura International PLC. She advised the NYSE board on international issues.
Ms. Daly started her career at Sullivan & Cromwell (1991-1993) and Cleary Gottlieb (1993-2000) in New York and London.
A member of New York Bar and a US citizen, she graduated from UC Berkeley School of Law (LL.M., 1991) and Moscow State University School of Law (J.D.,1986).
Elena Daly is a frequent public speaker and commenter, a member of the Euro50 think tank and contributing author to the expert publications (e.g., Sovereign Debt Management, Oxford University Press, 2014). She has served as Visiting Lecturer at Stanford Law School, the Center for Commercial Law Studies at Queen Mary University of London, HEC Paris and SciencesPo.
