Dr. Elena Lazarou has been the Acting Head of External Policies of the European Parliamentary Research Service (EPRS), the European Parliament’s in-house think-tank, since 2020. She is also an Associate Fellow at Chatham House and a Research Fellow at ELIAMEP, the Hellenic Foundation for European and Foreign Policy. Her fields of expertise include EU foreign, security and defence policy, transatlantic relations, geopolitics and the Americas.
Prior to joining EPRS, Lazarou was Assistant Professor of International Relations and Head of the Center for International Relations of the Getulio Vargas Foundation (FGV) in Brazil. She was also Head of the Euro-Mediterranean Observatory of the Hellenic Center for European Studies. 
Dr. Lazarou received a Ph.D. in International Relations from the University of Cambridge. She has held research positions at the University of Cambridge, the University of Sheffield and the London School of Economics (LSE), as well as various visiting positions in think tanks and universities in Europe and the US. She has published edited volumes, articles and policy briefs in English, Portuguese and Greek and is a regular speaker on EU foreign and security policy.
