Ioannis Vroutsis was born in Athens on June 1, 1963. He comes from Naxos and Amorgos (Cyclades islands). He is married and father of two children. He studied Economics at the School of Law, Economics and Political Sciences of the National & Kapodistrian University of Athens. He holds a Master's degree of the Panteion University of Athens and he speaks the English language. He has served in the private sector for several years. He was an elected member of the Assembly of Representatives of the Economic Chamber of Greece since 1997. Afterwards he also served at the Ministry of Finance. He was advocate of syndicalism and served as President of the Panhellenic DAKE Tax Officers (2005). He started his political career as an active member of the New Democracy Youth and was twice elected as an ONNED (Youth Organisation of ND party) Executive Committee member. He actively worked with the Local Administration after serving as:

- Byron City Councilor in 1990
- Prefectural Councilor of Athens (1994-2007)
- President of the Expanded Prefectural Council of Athens - Piraeus (1999)
- Elected member - for two terms of office- of the Board of the Union of
Prefecture Authorities of Greece (1999-2006)
- President of Hellenic Agency for Local Development and Local Government
S.A. (E.E.T.A.A.) (2004-2007).

He was elected (ND) MP for Cyclades in the general elections of September 2007 (first in number of votes). He was re-elected first in the parliamentary votes in the national elections of 2009, 2012 (May and June), 2015 (January and September), 2019 (July). He also achieved the same first place in the elections of 2023 (May).

He has a rich Parliamentary and Political work serving as:

- Head of sector of Labor and Social Affairs of ND party (2009 - 2011)
- Head of sector of Financial Affairs of ND party (2011-2012)
- Minister of Labor, Social Security and Welfare (2012-2015)
- Parliamentary Representative of ND party (2015-2016)
- Head of sector of Labor, Social Security and Social Solidarity of ND party (2016-2019)
- Minister of Labor and Social Affairs (2019–2021)
- Parliamentary Representative of the ND Government (2021–2023)

He was elected President of the Standing Committee on Economic Affairs of the Parliament (2023).
From July 28, 2023 he is the Deputy Minister of Education, Religious Affairs and Sport.
